Senior PeopleSoft Financials Technical/Functional Lead
Position Summary
Lume Consulting Group is seeking experienced Senior PeopleSoft Financials Technical/Functional Leads to support a large-scale California public-sector financial system initiative.
The selected consultants will support PeopleSoft Financials design, development, implementation, production operations, and financial-reporting validation. Responsibilities will include PeopleSoft General Ledger, GAAP-based financial reporting, financial-data reconciliation, interface analysis, Agile delivery, testing, business-process improvement, and knowledge transfer.
Key Responsibilities
- Lead PeopleSoft Financials design, development, and implementation activities.
- Support financial-reporting parallel validation and reconciliation.
- Analyze differences between legacy financial systems and PeopleSoft/FI$Cal ledgers.
- Investigate ChartField, transaction, ledger, and interface discrepancies.
- Create and maintain ChartField and Chart of Accounts crosswalks.
- Develop and execute financial-data extracts and PeopleSoft queries.
- Analyze General Ledger interface errors and recommend corrective measures.
- Lead production troubleshooting, incident resolution, and root-cause analysis.
- Evaluate existing financial business processes and identify improvement opportunities.
- Recommend solutions that use standard PeopleSoft functionality and minimize unnecessary customization.
- Lead Agile functional activities, including sprint planning, epics, user stories, functional specifications, and acceptance criteria.
- Develop functional designs and coordinate their transition into technical designs.
- Develop and execute functional, user acceptance, and regression testing.
- Coordinate test-data preparation, defect tracking, and defect resolution.
- Support governance, change control, cutover, deployment, and post-production stabilization.
- Prepare process flows, technical documentation, SOPs, user guides, and job aids.
- Conduct system demonstrations, training, and knowledge-transfer sessions.
- Collaborate with project managers, technical teams, financial subject-matter experts, executive stakeholders, and end users.
- Prepare status reports and communicate project risks, issues, decisions, and accomplishments.
Mandatory Qualifications
Candidates must meet all the following requirements:
- At least eight years of experience within the last 15 years serving as a technical lead supporting the implementation of PeopleSoft Finance.
- The required PeopleSoft Finance experience must include:
- PeopleSoft General Ledger
- GAAP-based accounting principles
- Financial-reporting dashboards
- Accounting-transaction reconciliation
- General Ledger interfaces and the key data required to support those interfaces
- The qualifying PeopleSoft experience must have been performed on large-scale projects meeting both criteria below:
- At least 5,000 system users
- Total project cost of at least $20 million, including planning, design, development, and implementation
- At least two years of experience supporting a public-sector project.
- At least three years of experience within the last 15 years leading technical troubleshooting and incident-management processes.
- At least three years of experience within the last 15 years developing technical and functional documentation, including:
- Functional requirements
- Technical requirements
- Functional or technical design documents
- Conceptual diagrams
- User guides
- Business-process and workflow documentation
- A bachelor’s degree in an information technology-related or engineering field.Four additional years of qualifying experience may be accepted in place of the bachelor’s degree. These four years must be in addition to the experience required above.
- Ability to work full-time during normal Pacific Time business hours.
- Ability to attend occasional in-person meetings in Sacramento, California, when required.
- Ability to successfully complete a Live Scan background check.
Desired Qualifications
Preference will be given to candidates with:
- More than eight years of qualifying PeopleSoft Financials technical-lead experience within the last 15 years.
- More than three years of experience leading Agile development activities.
- Experience with Agile sprint planning and delivery.
- Experience documenting epics, user stories, functional specifications, and acceptance criteria.
- Experience planning and leading functional, user acceptance, and regression testing.
- Hands-on experience with FI$Cal or another large-scale government PeopleSoft Financials implementation.
- California state government financial-system experience.
- Strong PeopleSoft General Ledger and ledger-architecture knowledge.
- Experience with Commitment Control, ChartFields, Chart of Accounts, journal processing, accruals, encumbrances, and trial balances.
- Experience supporting ACFR, CAFR, BLBAR, or comparable government financial reporting.
- Experience reconciling financial information across legacy and enterprise ERP systems.
- Experience analyzing financial interfaces, including General Ledger inbound and outbound interfaces.
- Experience with PeopleSoft Query, SQL, data extracts, Oracle Analytics Server, Power BI, or similar reporting tools.
- Experience leading production incident resolution and post-production stabilization.
- Experience facilitating discussions with financial stakeholders, business analysts, developers, executives, and end users.
- Experience producing SOPs, training materials, job aids, and knowledge-transfer plans.
- Strong written, verbal, analytical, and stakeholder-management skills.
